Allotment holders are famous for their ingenuity in making use of other people's rubbish and recycling it to great effect. The downside of this is that the allotment becomes a storehouse for junk that might or might not be used in the future. When the tenant is no longer able to cultivate their plot the rubbish can become buried in a jungle of elephant grass, bramble and the like. The Allotment Association has a policy of charging a deposit to new tenants and encouraging tenants to keep their plots in order, but, as can be seen by the accumulated rubbish which had to be excavated, stored and taken to the tip, this policy does not always work!
